Edit: I went on Safe Mode again, still explorer is over 50% and also system idle process(I finally managed to show all processes -.-') is constantly 30-40%. It was an online downloader. Do not delete svchost.exe. I've even disabled both to ensure they aren't the source of my problem and they are not. My wife's computer was running 5+ iexplorer.exe (then explorer.exe when I deleted all ie files/folders) tasks and using as much memory and cpu as available.
